It really needs to be on a game by game basis. While the overall numbers say batters do better the more times they see the same pitcher that's

not the case every time and the situation on the field needs to be taken into account.
If your guy is dealing and has a good pitch count you should stick with him.
I'm not a fan of guys that too strictly stick to the book.
