I remember various grading policies as my kids went through school. Some of the make-up credit was homework related under the premise that the point

of homework is for you to understand the assignment so giving you credit for make up work achieves that goal but also makes you be timely if you want 100% credit. Homework also was a smaller % of the total grade as well.
