He nominates two *additional* justices to the Supreme Court. To quell Roberts (and because I believe to court must accept each additional appointee), he calls Roberts into a private meeting and gives him a list of moderate judges and tells him to pick one. That would essentially give Roberts the swing vote for every decision.
