Again, he totally knows that it gives him the power he wants. I doubt he has any idea how it does that.

I'm sure he knows it clears out the non-partisan obstacles, but not how. I'm sure it's full of things he doesn't care at all about, but he'll let the people who put this together have it. He only cares about himself. Ever. There's lots that goes beyond that. He'll let it happen (and even endorse it), but I doubt he has any idea of the details of what they have planned.
