I wonder how much of the strategy is to wait until closer to the election to really go after Trump.

As usual it’s a relatively small number of voters in a small number of states who will determine the outcome. It’s also more likely about getting people to turn out than to convince people to vote for Biden. I don’t think you can drive turnout in July.
