Of course the most obvious scenario is that he just made a difficult heartbreaking decision and wants time to process. Also, he is ill to some extent and when he makes a public statement he wants to be at his best.

Also, if he were truly incapacitated wouldn't it help Harris to have her as acting president as she campaigns?
