Yup. The penalties are minimal unless you've been drinking. Mow down someone crossing the street and the most you'll get is a fine. No loss of license or -- (edited)

jail time for being unable to control your two ton vehicle. Just a minor slap on the wrist with the excuse that it's just an accident. It's not an accident it's a crash and they're preventable by the driver being aware and cautious about their surroundings and how they're operating that massive vehicle.
Drivers suck and no one seems to care about making them better.
