That's typically not going to be in a right of first refusal. It will focus on cost elements, numbers of games, etc. The matching right is not going

to be subject to purely subjective matters (like the value of streaming vs. OTA) if it's given to an OTA partner (i.e. Warner or TBS/TNT) has the ROFR, it's not going to be subject to a requirement that you build a network comparable to the other offer. The contract probably has some right to approve the announcers, but that would be just the right to approve, not a compare your announcers to the other guys' announcers at closing.
