Hannibal Lecter was a horrible person who nevertheless helped the protagonists complete their mission. Clarice and the FBI were willing to work with a monster to get what they wanted.
Trump is doing a psy-op where he is seeking to associate himself with the feelings his followers feel when he says the name Hannibal Lecter, because he himself is a horrible person who is offering to give his followers what they want - a hard reset to pre-individual liberties culture or civil war whichever comes first, in exchange for their support. Clarice made a distasteful yet practical choice, one he needs his followers to continue to make.
