This always happens though - people who are middle/upper class want the same support/protections that is given to the poor and vulnerable

And often - because there are more of them, and they are more likely to vote - they are successful.
The main beneficiaries of agricultural subsidies aren't struggling family farms, it's large companies and investment landholders. (As a US example)
