It gives people choices.

A new mother can choose to stay home until she's ready to go back to work. Or she could afford childcare. It won't replace a salary but it could give her family a bit of a breather.
Someone can quit a bad job and that extra money could be a (small) safety net until they find a new one.
Someone could buy a car, giving them mobility.
It could go right to savings for a rainy day.
It could be used to pay down debt.
I can think of a thousand choices that $500 a month could be used for.
