yeah California did this with the clean vehicle rebate program ($4,500 cash back to new FCEV buyers, less for BEVs). fairly or unfairly it's the $100k

consumers who are buying zero-emission vehicles right now so it just means less sales and more ICE vehicles staying on the road longer
