Not that it applies here, but would it be illegal for a company to refuse by policy to not advertise on black owned companies?

Obviously would be very hard to prove, but would it be illegal?

IANAL, my guess would be no. You can't force a company to advertise as that would go against their 1st Amendment rights. -- nm*
