Coal mining in the US employs 50,000 people, but it's politically problematic to reduce coal's footprint.

China's coal-mining industry employs 1.5M people focussed in three provinces, as well as a lot of people who rely on it for cheap energy.

If it's that difficult to change things in the US, imagine how difficult it would be for China to do the same,
