I'm pretty deep in Elder Scrolls Online for the time being, but the Creation Club system is still going in Skyrim (and Starfield).

It addresses the bare-bones Bard School in the original game and expands it to be as large and important as the rest of the major guilds on offer.

It does, however, cost $10 in credits.
