Netanyahu had lots of warnings. Egypt warned them something was up.
Maybe he thought it was just another snatch and grab of a half dozen which they have done before, usually by digging a tunnel across.
Oct 7 was far bigger than they expected.
net needed an emergency to stave off another election in the sharply divided kissnet where he barely has a coalition majority. once he's out he faces a trial and prison. but while there is an 'emergency' they can't have elections, he can't be removed from office. he's hoping to literally wipe them from gaza and become the hero.
