A quote tweet is a retweet of a tweet from another user with a comment.

Quote tweets allow users to add their own thoughts to a tweet while still showing the original tweet, its links, and hashtags.
For examples, see pixie. :)
In this thread, Bery is pointing out that quote tweets in particular can be problematic because of how easy it is for the audience to click on and engage with the thing the quoter is trying to discredit.
