Mop is talking about "This is an outrage!" raging. That's different from all this admirable context you expect from people.

When you are just raging on something and expecting other people to also be outraged, that is the kind of problematic behavior Mop and Bery are talking about. This context and intelligent dialogue or perhaps calls to action you are referring to is something only a minority of rage baiters actually do.
