They can be upset at the situation but I'm not sure what they think can be done. Plus, being mad at the power company for -- (edited)

being cautious is ridiculous. They knew their power was very likely to be cut off yet they're going to stand their ground and refuse to move. That'll surely show them who's boss when you're writing a letter in the dark.
I understand they're screwed as they can't sell their homes but staying doesn't seem like the right choice either.
Will the state buy them out or are they screwed?
