TBF, after the fall of Saigon and we took in a few thousand VN refugees, they did arrest one who trapped and skinned a couple dogs in golden gate park

the SPCA who had a contract with the city to patrol the park and ticket people letting their dogs run free said news of that arrest did more for enforcement of the leash law than all their efforts for decades
