It's possible that he is doing a good job, no malicious political sabotage, adjusting the systems to modern reality of needs...

Very few first class mail any more. No one sends letters for social connections. Hardly even wedding invitations.
It's mostly government notices n taxes.
Slowing mail from over night to several days sucks...certainly to my business of mailing post cards to couples getting marriage licenses taking several days longer cut my bookings in half.
