Just read up on the subject of the movie. Man the 60-70 and I guess 80s were a wild time for that kind of thing. (spoils)

It is thankfully harder now to be a serial killer and get away with it. The dude even worked at a job with another serial killer and they apparently didn't even know each other, just worked in the same office. That's nuts to me.
