I'm pretty sure most of that, especially since the GSK case, has been through GEDmatch.

I'm pretty sure that 23andme doesn't given info to law enforcement without a valid warrant. I'm willing to see where I'm wrong about that.
Now, people perceiving them as handing over info to police is a possible reason for the loss in value. As is greater lack of people being able to easily afford the tests. Or other unrelated factors.
