EV margin is irrelevant though in that scenario because the popular vote winner will always win under NPVIC. -- (edited)

I guess Will's saying if you have GOP-controlled swing states with EV voters who don't comply with NPVIC then the GOP candidate wins

it only takes effect when the participating states have > 270 EV. Result is then popular wins so I'm not sure I'm understanding the downside
