I guess Will's saying if you have GOP-controlled swing states with EV voters who don't comply with NPVIC then the GOP candidate wins

But that's just the EV result we'd have anyway. So the NPVIC isn't any worse for Dems, but it the more states that comply with it the better is is for Dems.
