My nephew is an exec at a utility company in the area. He told me today that it's going to be chaos for a while.

Their waste management facility is underwater. So, raw sewage is emptying into the river. Also, the town hospital is gone and probably won't be rebuilt. And several of the top manufacturers lost their building.
For some of these small towns, it was an extinction event. Even in places like Asheville, full power and cellphone service might not be available for a week or longer.
The whole thing happened so suddenly that the two guys in charge of the grid went to pick up lunch. There was no danger whatsoever at the time. When they came back 20 minutes later, it was already too late. Nobody could have anticipated how quickly the water overflowed at the breakpoint.
My nephew told me he studied the blueprints this morning. What happened was worse than FEMA's 500-year-storm plan. In other words, this event exceeded FEMA's absolute worst-case scenario and did so in a matter of 90 minutes.
