In PA they are not allowed to even open the envelopes until Election Day. Thats open the envelopes, removing the ballot, unfolding and flattening it. -- (edited)

And then scanning it all has to happen. PA will not finish counting on Election Day. If it’s close, it will take days to declare PA and because Democrats mail in a lot more ballots there will be accusations of fraudulent vote dumping in the days after the election.
