Where I live sidewalk replacement is 50/50. You pay half the village/city pays half. And is to a degree voluntary.

This is for bits that are in bad shape from general use. Now if the sidewalk is part of municipal work like water main work and the like the village/city pays the whole price.

For public walk we’re basically expected to keep clear (shovel, salt, no obstructions, etc.). However, even that is getting more legal challenges. -- nm - VMan Oct 1, 12:49
