He hasn't committed to caucusing with anyone.

And I doubt he would govern like Manchin. His policy positions are straight up center-left, pro-worker, Nebraska style pragmatism. He -- and his senior advisors -- realized that, given the modern political climate, there is no way anyone affiliated with the Democratic Party in Nebraska would ever get elected to a statewide office. Which is incredibly sad 'cause the Nebraska Democratic Party used to be a powerhouse -- even just 20 years ago.
