I don't want to dig into this controversy, but I do want to know one fact to help me decide if it is a molehill.

When the test kits were sent to Putin/Russia, was there a shortage in the USA? In Russia? Or both?
If there was not a shortage in the USA, then I'm leaning molehill. I presume from the controversy, that this is not the case.
