don't know how much is budgeted. If they have the funeral without any police enforcement, it would affect the general public. I think the reason it went off so smoothly is because of the heavy police presence. Had there not been that level of security, downtown L.A. would have been a nightmare that day.
And, face it, this was not John Q. Public who died, so it required the city's intervention.
