I think there is a lot of truth to that, but I also think there are people who haven't decided who they will vote for (if they vote)

That last part is different than turnout to me. Those people aren't set for a candidate yet. They may or may not show up. And in a close election, how those undecides 'break' in the election could matter.

"How is anyone undecided" you are asking. But these people really exist.

At the same time, many people DO know which candidate they haven chosen, and turning those folks out matters a lot to the campaigns.
