I'm not using the right notation here, but it's something like:
(10^4 + 10^4 + 10^4)
--------------------
10^6
(10,000 + 10,000 + 10,000)
= -----------------------
1,000,000
= 30,000 / 1,000,000
= 0.003 or 0.3%
