In this particular case, it is the return of recipient's property and there shouldn't be any customs nor duties since there wasn't a sale involved.
However those transactions are typically even more complex than simply declaring a necklace is a certain HTS code and just having the shipment subject to applicable duties.
I'm guessing they need your passport to match up that you were indeed a guest at the hotel. There's probably some form / procedure that hotel completes to provide that proof along with the communications trail to show that the items being shipped were guest property.
