The physical sending of a package is easy. It is all the paperwork associated with exporting the shipment and the importing on this side

with regards to proper duties and customs.

In this particular case, it is the return of recipient's property and there shouldn't be any customs nor duties since there wasn't a sale involved.

However those transactions are typically even more complex than simply declaring a necklace is a certain HTS code and just having the shipment subject to applicable duties.

I'm guessing they need your passport to match up that you were indeed a guest at the hotel. There's probably some form / procedure that hotel completes to provide that proof along with the communications trail to show that the items being shipped were guest property.
