were not done simply because the government apparatus (generals, civil servants, VP, etc.) chose to ignore him or otherwise deflect his intentions. Then you listen to Vance talk about dismantling the government agencies so they can have people loyal to the administration. It totally makes sense why they're pushing hard for those types of things. They want to ensure that there aren't people in any position of power that will not implement the whim of the President, including Generals who definitely ignored his orders which is why he railed on them for "lying to him" about troop deployments, etc.
