It bugs me how often percentage taxes (sales, income) are used to cover spending gaps.

If tax was a flat $25, it would make sense with time that it would need to go up to 30, 35, 40, etc to cover costs in expenses.

But when you have percentage taxes, there should be no need for them to rise to cover gaps. They only time they should ever need to rise is to cover new services.
