"Unscrupulous car sellers." It's business. They aren't "ripping off" the buyer any more today than a month ago.

They are selling more cars today than a month ago. Which is exactly the point of the CARS program.
Those sales require a willing buyer. If that willing buyer pays more than last month's prices minus the incentive, so what? Demand is up. When demand rises so do prices.
Unless dealers raised prices by 3500 to 4500, the buyer is still getting some incentive, and dealers (who had been hurting pretty badly) are getting some cash to help pay bills and retain employees.
