I'd believe they may be working around the disabling part. And that does bother me. The 4500 being split between dealer and buyer? Not at all.

There was an article about the value of the disabled cars. Unless the scrap yard can find components for resale (not all cars have parts in demand outside of the engine and drivetrain) the cars from this program are worth scrap value. After you take out expenses for hauling and prepping, they get about $80 a car.
There should have been an incentive for the scrap yard operators, too. They're putting in a LOT of work for next to nothing in return.
