The way to get the full $4500 discount on your car is so tell the dealer you don't have a clunker. Bargain as best as you can to get the price lower.

Then tell them about the clunker and have them take $4500 off the price.
However, I highly doubt the majority of customers do that. They probably run to the dealer with the keys to their clunker in-hand.
The beginning bargain price should really be dealer invoice price. And with all the incentives dealers get from the manufacture, you price you agree (before the clunker) should be much much lower than the invoice price.
