This just proves to me that there's a psychological barrier to spending right now that can be overcome.

People are holding back because the economy sucks. But people holding back is part of why the economy sucks.
So things like CARS help break that psychological barrier and help get people spending again.
If this were a program designed to get people to buy clothes or eat out, I'd say that' it wouldn't be a good thing. But this is a car. An actual durable good that provides an extended benefit to the buyer.
