They may not be. Question is: What was the goal of the program?

Was the goal:
A) Stimulate the auto industry
B) Help to clear backlog of new vehicles
C) Improve overall fuel efficiency in America
D) Get car buyers great deals.

It certainly seems be helping with B and will help some (though smally and incrementally) with C. A has already been a debate point here, but arguably there's some effect there.

The success of D is questionable. But I'm not sure D was ever a goal of the program, really.

- It's gone beyond just people using the CARS incentive, too. Dealers get interested buyers that don't qualify and are cutting deals. - TWuG Aug 3, 10:33
