The Ravens were the only team Lamar was going to flourish with from the start, but only because they were the only team taking him seriously as a QB. The NFL owners and GMs decided to take the old, racist "you're not smart enough to be a QB. You should switch positions" with him.
He was running a pro-style offense in Louisville with no talent around him, and got to major bowl games and a Heisman. He had the arm talent, numbers and athletic ability to be the #1 overall pick. If teams had treated him like a white QB, he would flourished at whatever team that drafted him because he's that good. Instead, they chose the old Warren Moon/Tony Dungy route of position change.
Edit: also the Ravens started Lamar with the worst receivers in the NFL in 2018, and had Marty Mornhinweg install a Navy style offense for him. So, all he did was run. Then Greg Roman did a light version of that offense until 2022. It wasn't until last year with Todd Monken that the Ravens actually got a coordinator intent on letting Lamar throw and make adjustments at the line.
