Yep. I've been in February, and my requirement was that it had to be warmer than Chicago, but not tropical. (still had to carry those winter coats)

There may be some snow, but it's usually not much and doesn't last long.
As far as rain it also didn't reach Seattle in winter levels. But I'd say it's closer to Seattle than Chicago.
