It’s effectively “no previous nominations,” with possible exceptions for minor genre noms if someone blows up in the future.

Which I think is the Lady Gaga rule. Just Dance got some minor nomination when that was her only song and then of course the next year she dominated music but wasn’t eligible for Best New Artist because of it.
