I don't really know where they differ on foreign policy, but you nailed the second point.

Trump hired someone qualified for the job. Everyone else he's nominated is more than sub-par.
Rubio would be on a short list if we were in a standard conservative Republican administration. Right wing, but not an illogical choice.
Which is puzzling. In that "even a blind pig can find an acorn" sort of way.
