ST Help Question. If you had to organize an orderly line of people who had to stand in line for hours, how would you do it?

The organizers use numbers but there's a lot of "placeholder stuff" being put physically in the line to save a spot. It apparently gets contentious at times with arguments/fights flaring up.
Also, we can't use technology to do it as digital tool access, like cellphones, isn't ubiquitous.
I've been thinking about this problem for about a week without coming up with much.

Without knowing the business—there way to create an additional, but separate “express” line—for those with smaller questions/smaller tasks
