like museums, give timed entry appointments, to get a marriage or other gov paper here you make an appointment online.

yes you can walk in, but the spread of work throughout the day makes it easier for all.
no more bus load coming just before the doors close (almost literally, minutes before closing a dozen people would enter for marriage license, real estate recordings etc.)
you don't need a cell phone in hand, just go to the reception desk and get your inperson number to be called quickly. sometimes walkins get annoyed that others are called before them but they had appointments.
