Over 22 years I worked on projects determining the formation of DHS. Also did contracts for multiple parts of DHS. -- (edited)

In case you didn't know, it's the one US agency that consistently always has the lowest morale, every single year. Most parts of it are horrible, toxic workplaces. FEMA is a notoriously horrible place to work. I worked for them twice as a contractor, it was absolutely demoralizing on every level. It was the only place in my life I regularly was called into one on one meetings that made me cry - they sat down with me and spent quality time picking through the specific flaws in my personality. I also worked for ICE for the Office of Financial Management. It is difficult to express what a fucking demoralizing toxic shitshow it is. I was fired from it and was relieved.
The ONE exception was Coast Guard, which happens to fall under DHS, but they are military. They are fucking amazing. I would work again for them tomorrow.
