If the UK sees an opportunity to attract educated, high-skilled people who can easily assimilate, they'll make it easier for those people.

They relaxed rules for Hong Kongers to obtain residency, for example. There's obviously a humanitarian element that makes it easier to justify for domestic politics, but there were economic reasons as well.
