Assuming Oregon wins, do you put a two loss Penn State ahead of a two loss Ohio State. They both would have a loss to Oregon. Ohio State would have the head to head over Penn State but Ohio State also has the worse loss.
Maybe it would matter the margin of victory since Ohio State lost by 1 point on a field goal in the last two minutes.
